Patient Bill of Rights and Responsibilities for Tokyo Metropolitan Hospitals- Patient Rights & Responsibilities -
A patient has the right to medical care with recognition of his/her human dignity. Since medical care is a collaboration based on mutual trust and equality between the patient and medical providers, the patient is responsible for proactively participating in his/her plan of care. Under the philosophy of “supporting the Tokyo Metropolis through providing the medical care”, the Tokyo Metropolitan Hospitals strive to deliver and practice patient-centered care, thus, have established the new Patient Bill of Rights and Responsibilities.
Patient Rights
- Every patient has the right to equal access to receive good quality medical care without regard to types of illness or diseases he/she has.
- Every patient has the right to be respected as an individual of his/her personality, for his/her personal values and other individual qualities, and also has the right to receive medical care through mutual collaboration with medical providers.
- A patient has the right to be fully informed in a simple and comprehensive expression or way about his/her illness, tests and possible treatment.
- A patient has the right to sufficient explanations and information to make informed decisions of his/her own will regarding his/her treatment, while consulting with doctors and other medical providers. Furthermore, the patient is respected for his/her right to seek a second opinion from other doctors.
- A patient has the right to make a request for disclosure of information contained in the patient’s medical records.
- A patient has the right to have his/her privacy respected and his/her hospital stay undisturbed and unexposed as much as possible. Any personal information of the patient obtained in the course of care shall be kept confidential.
- A patient given the option to receive treatment which is still under research has the right to complete information regarding purposes of the research, risks of the treatment and such, then give his/her consent to or refusal of treatment. A patient who chooses to receive said treatment has the right to refuse the treatment at any time. The patient’s refusal of the treatment shall not cause any disadvantages to the patient.
- A patient has the right to continuity of medical care provided by appropriate medical providers depending on his/her medical condition and treatment status.
Patient Responsibilities
- Patients are responsible for providing as correct, accurate and complete information about their health as possible to medical providers to achieve good quality medical care.
- Patients are responsible for asking questions when they do not understand what they have been told about their care until they fully understand so that they can have access to care that is acceptable by them.
- Patients are responsible for avoiding the use of abusive language and physical violence to other patients and hospital staff so that each and every patient of the hospital can receive treatment and recuperate with peace of mind. The patients are responsible for following hospital rules so as not to interfere with any medical care provided by the hospital.
- Patients are responsible for paying for their own medical expenses.

- In order for us to provide continuous, stable and high-quality medical services, the Tokyo Metropolitan Hospitals ask our patients for their understanding and cooperation for our attempt to foster a comfortable working environment for all hospital staff, and also to encourage team medical care.
